Committee meeting
held on 20th August 2009 at 10.00am, in the Council Office, Lady Street, Dulverton.

  • Present: Councillors: Mr C. Nelder, Mr I. Fleming, Mr B. How, Mr Snell and Mr D. Sparks.

  • Apologies: None

  • Declarations of Interest: None

  • Deferment of business for comment by the public. None

  • Cemetery:
    Acquisition of Land: No further developments.

  • Maintenance: It was agreed that the cemetery is generally in good order. The second mole eradication has taken place and is proving successful.

  • Survey of Burial Ground Operators: To be completed by Councillor How and the Clerk.

  • Abbots Way & Abbots Way Pond:
    Abbots Way Pond: The alga on the pond is to be cleared.
    Members commented that the grass around the pond appears to have been strimmed and consider that it would better if mown.
    Some replanting is to be undertaken.

    Abbots Way Path: The hedges are to be maintained on an annual basis during October. The banks are to continuously strimmed back as the need arises.

  • No problems were identified

  • Barnsclose Play Ground:
    The future refurbishment of the site. Members agreed that due to the lack of interest shown by members of the public with regards involvement with the proposal to re-equip the site, it was not viable to pursue the project. Members agreed to hold a site meeting to determine what further action is to taken with regards tidying and fencing the area, on Wednesday 26th August at 10.00am.

  • Annual Play Equipment Inspection
    Members gave their approval for Mr Constable (S.C.C.) to be requested to carry out the annual inspection.

  • All Saints Churchyard:
    A report on the meeting held by the All Saints Churchyard Working Group on 11th August 2009 was circulated to members.

    Lytch Gate: E.N.P.A. require detailed scaled drawings as to the proposed maintenance work before conservation consent can be given.

    Land to the Rear of Risdon’s: Members agreed that the area needs tidying; however are not prepared to allocate monies towards the development of the site. It was suggested that the Parish Lengthsman is requested to tidy the area of weeds etc.

    Lottery Bid: A decision has still not been received.

    Churchyard Groundsman: Due to illness the present Groundsman’s ability to continue in the long term is uncertain.

  • War Memorial – Lease of Site:
    No further developments.

  • Parish Lengthsman Scheme:
    Mr Fleming raised concerns that in his opinion the Parish Lengthsman is unequipped to carry out some of the work required.
    At present there is plenty of work in the area, however Mr Bryant is restricted in that he does not possess a license to use weed killer.

    The disposal of rubbish is still a considerable problem. At least 30 full black bags are situated in the Guildhall Car Park.
    To overcome the problem in the short term it was consequently:

    RESOLVED: That the costs are met for a skip to be delivered, filled with existing rubbish and removed. Proposed by Mr Fleming, seconded by Mr How and carried.

    Members suggest that a permanent skip is sited in the Recreation Ground and used by all DTC contractors as well as the Parish Lengthsman in future. Costs are to be determined and Mr How agreed to approach the Sports Field Committee for a contribution.

    Members complimented Mr Fleming regarding his co-ordination of responsibilities and management of the Parish Lengthsman when working in Dulverton.

  • Allotments;
    Magna are to be contacted to confirm that members are willing to pursue the proposals providing that the land is cleared, fenced and concrete access created. Confirmation that Magna are willing to meet these requirements is to be requested in writing.
    Mr Fleming agreed to oversee proceedings until such time as the project is completed and a local Allotment Movement is created.

  • Matters to Report:
    Flower Display: Mr Snell reported that the baskets have been fertilised and dead-headed. It was commented upon that some of the baskets had faired better than others. It appears dependant upon where they are situated.
